Good condition! I purchased it secondhand and never wore it. 

Waist is 13 inches in flatlay. I have a 24-24.5" waist, and it is a bit too big for me. I would say ideal for a 26-27" waist or thereabouts since there is no shirring.

The one I've linked on Lolibrary has some slight differences, but that listing was the closest match I could find.
