The velvet gathered at the back is sewn on and not detachable. The skirt has one built-in layer of petticoat for shape, and lining underneath.
There is one scuff at the front (see pictures).
I just received it from Closet Child and listed it as is, however I will wash it again and gently iron it before sending !
