IW oldschool velveteen scallop skirt
Old school velveteen skirt from Innocent World with beautiful detailing, great for the colder winter weather. There's a skirt on Lolibrary from 2001 that's very similar to this, but that one has a fully elasticized waist. I suspect that this skirt is from around the same era. It is in good condition for its age, but since it's likely 20+ years old, the velveteen fabric does show some signs of aging.
