Air mail (signature on delivery) would cost $27 including the packaging materials.
You can choose to ship untracked for $23, but you would have to pay through the gift option (http://auspost.com.au/apps/international-parcel.html?searchCriteria.countryCode=MX)

Would the signature on delivery option hold my package/leave a note to pick it up in the post office? I have not used a signature on delivery option before.

I'm not too sure how the postal system works in Mexico, but it would require for a person to sign the confirmation of delivery card, which might mean you would have to go to the post office if you aren't home when they try to deliver the dress?
