This is Ista Mori's Lymantriidae and Phalloides Skirt in Sax, size XL! I bought this brand new a couple years ago, but have worn it sparingly and hope to give my former dream piece a new home.
The waist is nice and stretchy, and it comes with the matching hair clip, waist ties, and the detachable front bow!
