So these are irregular choice shoes, and I know irregular choice isn’t a lolita brand, however I think an experienced lolita or a lolita that is good with coord making would be able to use these shoes in a classic or wedding coord.

I love this shoes sm. What's the measurements in cm? I can't find a trustful source. I'm 24.5 cm/7.5-8 us/L JP, would they fit me?

I don’t really know the measurements in cm. I’ve looked at a few resources online, and your measurements maybe a bit to small. If you end up being a uk size 5 then that’s two sizes smaller. You maybe Able to get away with a uk size 6 though depending on the type of socks/tights you wear.
