This is a beautiful old school classic Innocent World JSK from 2003. Lolibrary does not list black as a colour for this item, but I own it in another colourway and can attest that this is exactly the same cut and that the fabric is also the same aside from that the flowers on this colourway are bigger, and of course the background is black. The material has a really nice natural linen-like feel, and it's in good condition for its age. (I have listed it as "minor damage" because it is an 18 year old dress, however I have not noticed any actual damage. It simply has a feeling of wear). This dress looks great worn casually, but it also looks spectacular with an old school blouse underneath. The cut is very comfortable and flattering. It has non-detachable waist ties and is lined, and it washes very well.

Estimated flat measurements (there are no measurements listed on lolibrary, so I have taken these myself. I try to be accurate, but please note they may not be perfect. In my opinion, this dress runs larger than IW typically runs, which makes it very comfy for a range of sizes):
