It is 'free size' but the collar doesn't stretch. There isn't much give in the sleeve elastics either.
I've worn it maybe once or twice.

Flat measurements are 28cm for the neck. For the lower arm where there is elastic its 10cm unstretched, 16.5cm fully stretched. Hope that helps!
