How much stretch is there in the shirring?

Hi, when I lay the dress flat without any stretch it measures 13 inch (bust), so about 26in/66cm minimum. Then I tried hard to stretch, it can reach 18inch. So ~36in/91cm max, but I can't promise you' wont feel any pressure at 91cm. And FYI my measure is 84-86 cm and I feel very comfortable in this.
