Will I be able to diminish the waist to about 60cm with the lacing on the back?

You could lace very tightly yes but I don't know if that will fit comfortably then with the sleeves etc (it looks fine though on their mannequin where it is also laced very tightly). It also depends on your body height whether the waist will be just waist or high waist.
