Hello! This petticoat is in like new condition, worn once and then put into storage. It is very stretchy and can fit a variety of sizes. Waist is 24" unstretched, my waist (was) 29" when I had this made, length is 22". The elastic can stretch comfortably past 29", give an extra 6" or so. Petticoat is lined, so it feels extra luxurious. Shipping is included!

Hi, the flat measurement is 24", and when purchased I specified a 29" waist.
