No, It applies to the whole payment.
As long as the package is not insured, I am not covered. Therefore I accept fee payment only for insured packages.

Sorry I'm afraid I still don't understand, Friends and Family doesn't offer Buyer or Seller protection, am I reading it correctly that you don't use Goods and Services payments unless the shipping is insured?
