Old dress from the 90s by the now defunct brand Heavy Syrup! I purchased it NWOT and have worn it once. There is no stretch and no shirring. Not sure of the name or release year but its VERY similar to the one this girl is wearing from a copy of Cutie Issued in the 90s and the seller whom I bought this from stated they purchased it back in the 90s when AP used to be called "Pretty" and still sold other brands in their stores.
