Handmade Ivory Floral Skirt *Minor Damage*

I bought this secondhand and never wore it. It arrived with several light stains, primarily on the right side of the skirt. I may have missed photographing some. I have not tried to remove the stains but they don't appear difficult to remove.
In the fourth image, the small stain is on the left side of the skirt. Fifth image the stain is on the front right side. The last two images are showing the right side of the skirt's stains under different lighting.
They are small in size and not very noticeable, I had to really scrutinize the skirt to find them.
The skirt is well made with a fully elastic waistband. The skirt is cotton with cotton lace. It has a poly lining.
The color is off-white/close to ivory.

I saw shipping to other as 14$. Would that be the case for central US? I love collecting handmade pieces, there's not anything else like them out there!
