Off white and charcoal handmade skirt with cathedral print

Handmade skirt by me. This is made from material from Spoonflower. I overestimated how much I would need and this skirt is the result. It has a fully shirred waist and it's length is about 59cm/23inches.

What's the minimum waist?

Hi the unstretched waist is about 66cm and will go to close to double that. Please keep in mind that I can change this up or down quite easily
