I definitely think so. I just took my own measurement (I used haenuli's before) and I got 120. The elastic is very loose and not a tight pull, so it stretches easily. If it's snug, cutting the elastic in the shirring also tends to give you a few more inches, too. But I don't think you should need to. But for extra room/ comfort, I do that with many of my dresses that "fit", but they fit more comfortably after. I hope that all helps!
