Waistband is elastic/stretchy, and has buttons to tighten. I would say it'll comfortably fit anyone who's a US size 0 to 6.

I have no idea what brand it is but she's a solid petti with a comfortable amount of poof (probably Taobao). Bought brand new and have only worn it in-doors for a few a hours at most. Freshly laundered.

Price is low primarily because patience is not a virtue I possess. There is nothing wrong with this petticoat!!
