I bought this from a Taobao seller a couple of years ago. Sadly they mailed it to me with flaws.
 I took the tags off and tried it on, but never got around to wearing it. There is a small brown stain on one of the waist ties. I haven't tried to remove it. The bow on the middle front isn't sewn very well, but might be fixable by a seamstress. The thread on the lace tier in the front of the skirt is puckered, I tried to take a picture of it but it doesn't show up well. There are also a couple of slight flaws in the fabric and stitching on the backside of the ruffle in the center front. 
Fully lined. There is a slight petticoat like ruffle sewn to the lining for volume. I've circled all the flaws I could find in red.
I took some measurements by hand:
The bust measures about 14" (28) across un-stretched to about 16.5" (33") stretched and the waist is a high waist and has no stretch and it's 28" MAX but has the waist ties to cinch it.
