FanPlusFriend Black Overdress w/Detachable Sleeves
I bought this early last year and I haven't worn it because I didnt know the trim had glitter on it, and I'm not a fan of glitter. I had it custom sized for me so I wasn't able to return it. It's a beautiful piece, it just doesn't suit my wardrobe.
The bodice material is soft. It has black ruffle trim with silver glitter stripes. The tulle cape sleeves are detachable. The bottom half is an organza-type material with a bustle back.

This does have lacing in the back and can fit someone a bit larger than those given measurements. Message me if you'd like me to double check for you.
