I'm also short at 5' tall haha. It's measured at 27" so I would see how that compares to other items you have.

So in case what I wrote was confusing, now that I look at it, it has a free waist and it's very high up. So the bust is the waist/arm to arm measurement of 18". Updated the measurements I wrote to reflect this.
