Very cute skirt with velvet ribbon detail and pleats. 95% wool. Back shirring. I don't know what year this is from but judging from the detailing it's early 2000s.
Please note this skirt won't fit a petticoat.
There are two marks on the lace + & slight sense of wear to the fabric. I haven't tried removing them but they don't look very conspicuous.

Hi, the max waist is 36cm so it would definitely fit. The length is 46,5cm.
