It is made out of Cotton Velvet and it is pleated.
Unfortunately there is no lolibrary entry for it and I assume that it is rather old, so I took following measurements:
Waist: 65cm
Hip: free
Length: 47cm
Keep in mind that it runs really small and that it has been quite hard to take photos of this skirt because of it's material.
