I could not find this exact skirt on lolibrary so am linking a similar one for possible size reference.
Overall good used condition. It is wrinkled but no notable damage as far as I am seeing.
UPDATE! Rough measurements are:
waist: about 76-78 cm max stretch (about 60cm if unstretched)
length: ~51cm
