This is a distressed cape by the brand h. Naoto Blood.
It consists of a net outer layer with distressing and intentional holes. There is also a longer sheer underneath with lace trim. It closes with a velvet tie around the neck so it’s adjustable to your size. The neck tie is a bit wrinkled.
