Measurements are for the dress when worn, not for the max stretch, however the dress is designed for people shorter than I am, as I'm 5ft6.
Dress has belt loops, but no belt came with it.
Plenty of stretch in the bust, however absolutely no way to adjust the straps.
Would not recommend to taller people!
