This skirt is adorable but I don’t like how skirts look on me. Im assuming it’s from the late 1990s based on style, crinoline and tag but I could be wrong. There is some very slight discoloration between the white in the skirt  on the back likely do to its age, please see the photos. 

Measurements:

Length: 19.5 inches flat 

Waist: stretches a little past 19 inches flat but please keep in mind the shirring panel is still pretty tight, it will stretch but I don’t think it was worn much so the waist is stiff
