This skirt was handmade, and I acquired it in a trade. It's very cute! It has a Velcro waistband with bow, and if pleated on the front. Hidden zipper on the side. The back is a bit odd, with a seam under the gathers.

Yes! Fully stretched, the elastic measures 16in flat.
