Purchased as NWOT from Japan. Never worn or tried on!
Purchased this dress a while back from a Japanese Mbok auction; was listed as NWOT. Once I received it, I realized it was much more OTT than I was used to, and it's been sitting in my closet ever since! (Please take it off my hands!!) There might be some wrinkling from storage, but nothing major or permanent in my opinion.
While US shipping rates have varied in my experience, I don't think shipping should be more than $12-15 USD max in the continential US.

I cannot find official measurements, but I measured it flat:
The waist at its smallest point (across the blue waist ribbon) was about 12.5-13 inches flat, and from armpit to armpit was about 15 inches flat. This was without stretching the shirring.
If you'd like for me to give a rough estimate with the shirring maxed out, I could do so!

Oh my goodness, I'm so sorry. I got the notification message on my phone while I was out, it got marked as read somehow, and by the time I got home I had forgotten to follow up. I did take a rough measurement with the shirring maxed out if you're still interested - it was about ~13.5-14ish inches at the smallest part of the waist where the bodice meets the skirt, and armpit to armpit around 16ish inches flat. Again, the measurement might be off because I had to awkwardly stretch the dress out on a table, but that's what I came up with after double-checking. Hope that helps and once again, I am extremely sorry for this late follow-up!
