I bought this secondhand and only tried it on once, as the arm elastic is too tight for me to wear comfortably.

Former owner described it as: "I bought this about a year ago. It’s been really well cared for and all of the elastic is tight. I do not hang it up by its shoulders so the shoulder elastic has stayed nice. The shirring is mostly on the waist area. The bust area is loose and blousy which is a really flattering look and doesn’t give you that weird shirring boob situation. Clean and in excellent condition. The cuff of the sleeve is elastic and it’s a slight bit longer than many other OPs with shirred sleeves so it fits on a slightly slimmer part of the arm and is more flattering than many short-sleeved OPs" 

Lolibrary lists bust as 100cm, waist as free. I do think this can work most comfortably up to 120cm bust, but I would recommend your arm circumference be less than ~25cm for best comfort. 

Waist ties are included.
