I received this skirt second hand a few years ago and I have never worn it out. It has been modified (NOT professionally) to accommodate a more comfortable waistband and it comfortably fits a 28 inch waist, though given the softness of the elastic it can easily stretch a few inches more. I come from a non-smoking home though I do have 2 dogs that I keep away from my clothes. At this time I can only ship within the US.

I'm confused by the wording -- was it modified to be bigger, or smaller? (The original is supposed to be plus-size friendly already. Maybe you meant 38" waist?)

Hi there, I know the lolibrary listing already has this listed as a plus-size friendly garment, but when I received it I could barely fit it over my hips despite being well within the measurements. So I removed the very tight elastic and replaced it with a much softer, stretchier elastic that fits loosely on my 28inch waist and can easily accommodate up to at least 10 inches more. (40 inches seems it's absolute max and likely wouldn't be very comfortable)
