"Shirring Princess" Jumperskirt

This is an older design and I bought it second hand on yJapan. It has some issues I'd always meant to fix but it's totally wearable as is (and I haven't bothered to fix the issues- please see the photos for details). It's black and white, fully shirred/stretch bodice. Back corset lacing. Tiered back skirt. White lace.
I wore it maybe twice.

Issues (again, I bought this used and I've done my best to photograph any problems it has but please know you're buying it as is).
-Strap elastic is dead, previous owner has safety pinned the straps to adjust the length and when worn you'd never know there's an issue. I've never sewn them down as I liked being able to adjust the straps. 
-Wrinkling. The cotton lace could really use a good spray starch and an ironing. I haven't bothered :P
-White is less crisp than it once was, no stains I could find but it definitely isn't new looking.
