This is Baby the Stars Shine Bright's Cummerbund Circular Skirt in black, released in 2004! It comes with a detachable corset. There is a small tear on the inside of the corset, but it's pretty unnoticeable.
I bought this skirt from Wunderwelt a few months ago, and I've only worn it out once. I don't really have any plans to wear it, so it needs a better home!
