This is one of the first pieces I ever bought, and I honestly still kind of love it a little bit... I felt like Little-Kuro-Neko-Riding-Hood-chan in it and it has served me well, but it doesn't fit me or anything else in my closet at this point. I can't find any mention of it on Lolibrary, but it originally came with a black bow that pinned to the back that has been lost for years (see the last photo from Bodyline).

The skirt has decorative buttons on the front, a side zipper, and partial shirring on the back. It was originally a suspender skirt but the buckles broke almost right away, so you'll either have to give it new buckles or just tuck the straps in and wear it as a normal high-waisted skirt like I did. There's plastic boning in the sides and back, so it stays up and keeps its shape just fine. The purple plaid bow on the capelet is detachable, but is pretty much the only way to keep the capelet closed.

Say what you want about this set, but it has pockets!

I can find no official measurements, but measuring it myself it looks to have about a 65cm-78cm waist.
