Purchased 2nd hand, has a bit of a worn in feeling but is great if you're just starting out in Lolita.
I did have to resew the bow as it came off it's clip, but it's pretty sturdy now :)

Checked with the post office and they quoted me $20, which I believe is about 15 lb.
