Hi. I looked it up and it's $22 for priority mail with tracking and insurance or $10 for regular airmail with tracking but no insurance.

The shirring part of the blouse stretches to about 100cm. The seam at the top (the seam that attaches the shirred part to the non-shirred part) does not stretch. That part is higher on the chest though and shouldn't affect the bust measurement.
