Skirt is from Bodyline that features cute desserts and chocolates and has partial shirring with ribbon in the back. This skirt is high-waisted and best suited for petite frames. Only tried on once, but doesn't fit. Mannequin shown is a US 6 size, but would probably fit a 2-4 US more comfortably. 

Skirt is laundered and comes from a pet, smoke, and child-free home. I am the first owner.
