This skirt is from 2003!!!! It is in great condition considering it is now 20 years old.  The built in petticoat does have a bit of the crinkly feeling of old tulle, but is covered in lining so you don’t feel it. It has a bit of yellowing in the print, I’ve not attempted any sort of restoration or removal on it, it came to me this way. I bought this second hand and only tried on a few times, never worn out. It has a small portion of elastic band in the back and removable waist ties that are a little wrinkled.  The ribbons are not sewn down.  I am not excited to be rid of this, but it is just too small.
