Under the first layer of the skirt is a hole but it's intentional. It's so that the zipper doesn't catch when you are zipping up the skirt. (Picture
42cm length, waist is 33cm measured flat, there is no elastic, but zipper/button combo on the side.

Hello!! This skirt is a mini length. Because of the built in bustle, it's a bit poofier than normal mini length skirts. It can accommodate a very slim petticoat, maybe one or two poof layers. I don't think this skirt is really for poofness, more for an EGL or casual look. Hopefully. This helps!
And if you're still interested, if you don't mind shipping in a bubble mailer, is around $9 to $12CAD to ship to the USA. I've had it cheaper than that though, so I usually charge $12cad initially and refund the rest. Have a good day! :3
