Old design from indie brand Gloomth, called "Chrysanthemum"
Size XL. 100% cotton.
Flat measurements:
42 cm waist 
50 cm chest

It has a removable sash around the waist and a zipper in the back. No Shirring. Fabric doesn't stretch.
The puffed sleeves have elastic. Worn on the mannequin with a petticoat.
