This is from Pritty Princess (defunct Japanese indie brand, I think?) and it has a tag but the tag was either re-added later or else it was in storage for a long time as it is pretty wrinkled and although it doesn't appear to be dirty the lace has a vague patina of age (although it is not yellow) rather than being bright white.

 I bought it on Y!jp about a year ago and never tried it on, wore it, or washed it. I am a very impulsive shopper but am doing my best to clean out my closet and sell the things I don't wear.  I think a wash and a steam would make this dress look stunning.

Elastic shirring in back. I am attaching pictures with and without flash.   Also attaching pictures of tags. Care instructions are in Japanese but the label also says it's made in China so idk.   There are some pintucks on the front of the skirt and bodice. There is a side zipper. Bodice is unlined and skirt is fully lined. Fabric feels like cotton, skirt lining is poly or nylon. For reference, dummy measures approx 84cm bust and 66cm waist and you can see how much the back shirring is left unstretched. Cat is not included but his picture got mixed in with the dress pictures so I am leaving it.
