What is the price for shipping to Canada and what are the waist measurements?

I see the measurements on lolibrary, but it gives a rough size. I don't see the shirring to allow for 9cm difference. I just want to be sure that this will fit comfortably.

It fits me fine at 27"...not sure if that helps. Shipping to Canada is still quite pricey even though it's right next door - untracked is around $20 and tracked around $35, so the total would be $55 untracked and $70 tracked, which I would prefer.
