Details: Corduroy fabric skirt and velvet fabric waistband with cotton lace under the scalloped hem.

Damages: Missing the middle button on the bodice, and some "scratches" on the velvet of the bodice.

Is 29" the max waist inclusive of shirring? I'm a 29.5-30" :x

No, it's as measured on my dress form. I think you'd probably be ok though it may feel a little snug. There is some boning in the front panel of the waist section
