This can be worn as a skirt with a blouse or as an underskirt for extra volume and length. The top layer is adjustable. You can pull the strings underneath for a more ruffled look or release them for a straight hang.
There are some small tears and pulls in the bottom layer of the fabric. I actually bought it like this, and I didn't notice the pulls until I was home T^T They are definitely not noticeable when you're wearing the skirt though.
