Bought second hand. There's a small hole on the back the collar where the ruffles were sewn on. Given the small loops on the collar and back, I assume it originally came with waist ties and a ribbon that are missing.
Couldn't find a matching lolibrary entry unfortunately. Material composition unknown. I'll add in the flat measurements:
