I tried to hunt around for this exact piece, I believe it was part of a lucky pack at some point as the lace matches the one from a 2018 lucky pack choker.
No damage I can see, the lace is a slightly different shade of white than the ribbon but I feel like that's intentional? High collars are unflattering on me so that's the only real reason I'm letting this go..
