BNWoT.

I got this from this year's Atelier Pierrot Lucky Pack. It's nice but unfortunately I don't really wear it and it is just sitting in my drawer. 

It's those tie-at-the-back kind of choker. Unfortunately I couldn't find the reference in Lolibrary.

I actually cut off the tag but it is still around and I see if I can find it in my brand tag collection.
