This amazing dress was purchased new from an Atelier Pierrot booth at a convention, and only worn twice.  It is absolutely gorgeous, and you can bustle the three ties in the back as little or as much as you like.  The red dress photos are only for examples, the dress you are buying is the blue x black one.

The item fits me at my measurements which are as follows
Bust: 34"
Waist: 28"
Hips: 36"

There is shirring and lacing in the back to make it more adjustable.
