Atelier Pierrot Bustle Corset JSK in size 3, including underskirt. Bought new from brand, tried on twice before deciding it didn't spark joy. Includes underskirt. Fits me wonderfully, definitely check the sizing and additional notes in Lolibrary for yourself. The underskirt is perhaps a bit large but could easily be adjusted with a minor modification. Tag removed but button bag still attached.
