Not listed in Lolibrary but found a small ad listing it as an 'Alkanet OP' (last pic). It has a detachable neck chain, 2-way full-length zipper, long pointed collar, and 3 adjustable belts at the back. It has a very wide flare and is fully lined; fabric is a medium weight twill and has no stretch. Might be a bit short for some, it falls above my ankles and the narrowest part of the torso sits much higher on my ribcage than my natural waist (I'm 5'6"/168cm).
