I'm not home at the moment, but I will be able to get you measurements tomorrow. I can say that it probably goes up to 29-30inches max waist. There is a panel of shirring in the back.

Hey, I measured it again and the waist goes from 25.5inches to a max 29.5inches with the shirring stretched out. The length is 19 inches from top of the waistband to the bottom of the ruffles. Let me know if you have any other questions!
